    Work Schedule – Monday – Thursday, 8:00 a.m. – 6:00 p.m. (36-hour work week),

    Selection Process-Oral Panel Interview Weighted 100%, Passing Score 70%

     

    THE ROLE

    Under general supervision, develops, coordinates, implements and evaluates learning and development programs designed to enhance operational effectiveness; assesses and evaluates departmental and citywide needs through competency gap analysis, creative technology use, blended learning, performance consulting, and data and results evaluation with a methodical approach. Coordinates curriculum development and training, including online classes. Develops and administers comprehensive manager, supervisor, and employee development programs, including succession planning. Leads a team responsible for employee engagement activities and facilitation of curriculum.

    MINIMUM QUALIFICATIONS

    Education and Experience:

    • Bachelor’s degree from an accredited college or university, preferably in education, psychology, human resources, business administration, or related field.
    • A minimum of five (5) years of learning and development experience including developing, implementing, and delivering training.
    • Preferred eLearning design experience and experience with implementation of web-based training modules.
    • Preferred: Public Sector Experience

    Equivalency:

    • May substitute any combination of education, training, and experience which provides the knowledge, skills, and abilities required for the position, and related to the essential functions of the position. The City of North Las Vegas assess one (1) year of full-time experience as equivalent to one (1) year of education.

     

    Licenses and Certifications:

    • Must possess or have the ability to obtain a valid Nevada driver’s license and maintain a satisfactory motor vehicle record.
    • Preferred: Professional in Human Resource (PHR/SPHR or SHRM-CP/SHRM-SCP) Certification and/or International Public Management Association (IPMA-HR) certification.
    • Preferred: Certified Learning and Development Professional (CLDP).

    BACKGROUND PROCESS & PRE EMPLOYMENT REQUIREMENTS

    Candidates for this position are subject to pre-employment screenings and employment is contingent upon these results. Pre-employment screenings may include but are not limited to: local, state, and federal criminal history checks, and may require submission of fingerprints; drug screen; and physical examinations to include a psychological evaluation.

    WORKING CONDITIONS

    • While performing the essential functions of this job, the employee work in a typical office environment, use standard office equipment, read material both in print form and on a computer/terminal screen, communicate in person and over the telephone, and is frequently required to stand, walk, sit, use hands to fingers, handle, or feel, climb or balance, talk and hear and life and/or move up to 25 pounds.
    • Works in a typical office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.

    The starting salary for this position is $77,954.82

    • 4-day, 36-hour workweek, Monday-Thursday, 8:00 a.m. – 6:00 p.m. (May vary by position specific needs).
