The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) is looking for a Training and Learning Specialist to join the Innovation Practice. The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world-class research in order to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service.
In order to drive better impact for residents, the Training and Learning Specialist will help the Center to scale our training and technical assistance delivery to local governments on a variety of topics including data analysis, human-centered design, inclusive innovation, project management, culture change, and storytelling. We believe that these are essential skills for government leaders to possess and that public servants should be empowered to apply public innovation approaches to understand challenges, develop creative solutions, and drive implementation – regardless of their political orientation, role, or position.
You will support this effort by designing, creating, and curating meaningful and impactful learning and training experiences. This requires exceptional creativity, critical thinking, powerful storytelling, and the ability to distill content into relatable and actionable instruction. The Training and Learning Specialist is responsible for designing a blended learning experience through specialized interactions (e-learning courses and workshops, coaching calls, applied learning). The Training and Learning Specialist will work individually and collaboratively to design and deliver learning experiences that improve the ability of mayors and their staff to solve complex challenges. A primary focus will be developing a core competencies delivery model; defining, measuring, and evaluating learning objectives; and creating new training content and tools to ensure a high-quality training experience for mayors and their staff.
Reporting to Senior Advisor, Public Innovation and working closely with the broader Innovation team, the Training and Learning Specialist will support curriculum development for Innovation Team (i-team) and Innovation Training programs. The Training and Learning Specialist will also engage subject matter experts (SMEs) to ensure that training content is meeting the needs of participants and support the ongoing development and assessment of training tools and curriculum.
The ideal candidate will have a strong background in design methodology including research, synthesis and framework development, idea generation, prototyping, and testing. They will also have experience in designing and delivering impactful training programs in a blended-learning environment.
The Center is committed to working with communities that are focused on ending legacies of structural, entrenched racism and oppression. The Instructional Designer must be willing to think about reimagined government, knowledge, and engagement models through the lens of dismantling these legacies.
Specific Duties & Responsibilities
Lead the design and creation of interactive learning solutions through the use of instructional design theories that target learning objectives and improve performance.
Use instructional design process and methodology to formulate learning curriculum strategies, and plan, design, and develop self-guided, instructor-led, and asynchronous training materials for multiple, complex instructional design projects.
Produce highly engaging and interactive eLearning and in-person learning products including training decks.
Lead the design and creation of interactive learning solutions through the use of instructional design theories that target learning objectives and improve performance.
Use instructional design process and methodology to formulate learning curriculum strategies, and plan, design, and develop self-guided, instructor-led, and asynchronous training materials for multiple, complex instructional design projects.
Produce highly engaging and interactive eLearning and in-person learning products including: training decks, activities, assessments, multi-media materials, MIRO boards, and course outlines.
Monitor, analyze, and summarize evaluation and performance data to ensure consistency standards across projects and make recommendations for revisions or discontinuation to learning interventions.
Manage internal and external Subject Matter Expert contributions to content development and review.
Support implementation, administration, and evaluation of day-to-day activities of online education programs.
Prepare and assist in the successful facilitation of online and in-person trainings.
Continuously gather stakeholder feedback on education programs and make adjustments accordingly.
Prepare reports, summaries, presentations, visuals, and other work products for Center leadership and external partners.
Perform routine administrative functions as needed, including scheduling and document management.

Special Knowledge, Skills, & Abilities
Excellence in writing, editing, and communicating complex topics with clarity.
Proven collaborator with the ability to project manage multiple efforts simultaneously.
Familiarity and proficiency with a wide variety of software and hardware tools related to authoring, courseware design, and web development for developing online course materials.
Minimum Qualifications
Graduate Degree in instructional design, instructional technology, education, or related field.
Three years of professional level experience in course design and development, faculty training, or program/course assessment/evaluation required.
Significant additional related experience may substitute for advanced degree.
Preferred Qualifications
Graduate Degree, with a preference for education, instructional design, or public administration related fields.
Five years or more of experience in educational design.
Understanding of the types of challenges municipal governments typically face, either through direct experience working in government or in organizations that collaborate closely with governments.
Experience conducting user research and translating results into actionable insights.
Experience applying adult learning principles, agile methods, learning technology and program management skills together in the design, development and maintenance of learning solutions.
Demonstrated experience applying equity-centered design frameworks to past projects.
Demonstrated experience in working with people from diverse backgrounds and a commitment to engaging with a wide range of stakeholders, subject-matter experts, and partners.
