Furthermore, Learning Management Systems are an integral part of the eLearning design and development process, especially within MassDOT which has large audience and a great deal of content to deliver.

    Position Summary

    The Learning & Development Learning Management System Administrator will report to the Manager of Learning & Development and be responsible for supporting the organization-wide learning and development for 3500+ employees. A successful Learning Management System Administrator in this role will take a continuous improvement approach, taking time to evaluate current processes, and partnering with all divisions of MassDOT and vendors/ contractors.

    The responsibilities in this position are wide-ranging, with many different topics and types of activities/tasks, to help organizational learning and development processes. Therefore, a Learning & Development Team Co-op needs to be able to manage multiple projects with concurrent timelines and be very detail oriented, independent, pro-active, and organized. It is also critical for this person to be able to communicate effectively both verbally and through written communications.

    The Learning & Development Learning Management System Administrator is responsible for the management of the Learning Management System (LMS). The role entails configuring courses, running reports, creating certifications, creating learning paths and curricula, managing user permissions and consulting with internal clients to create an improved learning experience within all divisions of MassDOT.

    A successful Learning Management System Administrator in this role will be comfortable and show skills in leading dialogues, making recommendations to people in various roles and levels, and being a good listener. Learning Management System Administrator are vital because they ensure that the Learning Management System is used effectively and efficiently. Efficiency is essential; however, talented Learning Management System Administrator are often in a unique position to contribute to learning programs from multiple dimensions. They understand the learning management system and its capabilities better than those who design and develop the courses. Consequently, Learning Management System Administrators can provide valuable insights that can improve the learning experience for all users.

    Job Responsibilities

    • Gain familiarity with the learning and development and MassDOT divisions training programs in various stages of progress; get a thorough understanding of the goals of each project, the activities to be undertaken, project timelines, and the steps needed to move through the project stages.
    • Work closely with members of the Learning and Development and members of the HR Team to understand and contribute to ideas to further learning and development of MassDOT employees.
    • Support implementation and ongoing maintenance of the LMS and all supporting tools, content, and technologies, roles, users, security, internal system notifications and other instructional technology user accounts.
    • Support the daily performance and administration of an LMS defining user role (i.e. Creating new user accounts, deactivating non-active accounts, managing end-user privileges, password reset).
    • Working as the liaison between program managers and technical support staff, helping to define user roles.
    • Create courses and provide feedback to users and other team members.
    • Create systems and workflows to ensure that all course resources are properly set up and available.
    • Track usage of tools and the LMS features to provide reports on trends and creates and executes a plan to address those issues and trends.
    • Facilitate the escalation of and resolution for IT issues connected to the learning management system and/or external tools.
    • Provides help resources and training for administrative users, including instructional videos, how-to guides, and FAQs related to the usage of the learning management system, instructional technology, and documents relevant data about each external learning tool in a central repository.
    • Conduct research on best practices for employee learning and development.
    • Manage the LMS events calendar initiatives including scheduling, and events details.
    • Conduct a pre- and post-event analysis to be able to plan properly and to learn so to improve on.
    • Maintain good relationship with various stakeholders that are involved in training, as well as with program leads.
    • Put in place contingency plans in case of unforeseen scenarios or mishaps during a e-learning training event.
    • Participate in team meetings, staff meetings, and other duties as necessary.
    • Triage learning and development service request received via Learning & Development in-box or service ticket system.
    • Support Learning & Development team in administrative matters as needed.
    • Ensure the Training Management System complies to the intended use and complies to regulatory requirements.
    • Approve each training material prior to usage and control the set and recording of approved trainings.
    • Ensure that training content is controlled and access to make changes is managed.
    • Ensure that managers assign the correct training profiles to all individual employees based on job requirement profiles.
    • Report on training compliance and training related KPIs.
    • Provide feedback to users on profile and training compliance and non-compliance.
    • Ensure all mandatory training requirements are set and training is executed as required.
    • Administer both profiles and training records in line with regulatory requirements.

    A successful candidate will have:

    • Associate in information technology required or equivalent combination of education and experience.
    • Knowledge/ experience in Cornerstone Learning Management System and/or similar systems and Tableau software preferred.
    • At least three years of experience with Microsoft PowerPoint, Word, Access and Excel required.
    • Understanding and/ or experience with instructional/ educational technology.
    • Ability to work in a fast paced, deadline-oriented environment, with multiple competing priorities/projects.
    • Strong communication (both verbal and written) and interpersonal skills.
    • Ability to develop ideas from scratch and develop ideas into concepts.
    • Ability to work effectively in a small and collaborative team in a hybrid work environment.
    • Solution-oriented attitude, with excellent time management and organizational skills.
    • Systemic perspective and approach to problem-solving and strong attention to detail.
    • Possess good leadership and delegation skills.
    • Creativity in working in an environment with limited resources.
    Qualifications

    MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

    Substitutions:

    I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

    II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

    III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

    IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
