Duties

  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Responsible for the development and sustainment of efficient and effective education and training programs and eLearning, ensuring that products and programs are educationally sound and adhere to the proven principles of education and training.
  • Utilize Analyze, Design, Develop, Implement, and Evaluate (ADDIE) model and Instructional Systems Design (ISD) process throughout the cradle-to-grave lifecycle of instructional products and programs.
  • Plan all of the major phases of the ISD process, including needs analysis, course/program/curriculum design and development, selection of instructional media and methods, and formative and summative evaluations.
  • Serve as an analyst, course or program designer for major projects including the design, development, pilot delivery, or evaluation of courses or instructional packages.
  • Analyze, evaluate, and approve various types of training-related product documents.
  • Provide education/training development expertise and leadership to improve systemic functioning of the USCIS mission and achievement of goals.
  • Review and develop training products that comply with all Federal statutes, regulations, policies and standards.
  • Establish and maintain current production plans for training and development programs.
  • Create guidance and training for content subject matter experts (SMEs) and other stakeholders concerning how they are to perform their development/production responsibilities.
  • Develop and evaluate programs for staff and faculty development, or administering or evaluating education and training programs.

This position is in the bargaining unit.

This position is not considered “essential” for purposes of reporting to work when the facility might otherwise be closed.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Background Investigation:To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation. This may include a review of financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. If a SECRET or TOP SECRET clearance is needed or the position is designated a Sensitive National Security position, all selected candidates must meet the requirements for these clearances or Sensitive National Security position prior to placement AND maintain that level of clearance or national security eligibility while encumbering the position.

Probationary Period: You may be required to serve a probationary period of 1 year.

 

Qualifications

Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution and Resume)

  • Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
    • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
    • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
    • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
    • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
    • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Selective Placement Factor: You must have experience in creating and developing eLearning courses and products using authoring tools such as Captivate and Camtasia. This experience must be documented in your resume. Failure to do so may result in an ineligible rating.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Applying adult learning principles with designing and developing criteria or requirements for training, testing and evaluating new approaches and concepts for e-learning workforce education or training programs.
  • Utilizing e-learning Authorware or authoring tools, e.g., Captivate, Articulate Storyline, Blackboard, etc.
  • Providing guidance and recommendations regarding the processes used for the ADDIE model for both traditional and non-traditional performance improvement interventions.
  • Conducting complex studies to determine the reliability and validity of tests through analysis of results of trial applications.
  • Experience analyzing training needs and designing, developing, implementing, and evaluating adult instructional courses, including designing and programming online courses and integrating training products into an enterprise-wide learning management system.

GS-13: In addition to the requirements at the lower grade level(s), to qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Serving as a technical expert in the use of electronic training delivery systems;
  • Transforming standard operating procedures into testable electronic job aides;
  • Recommending the application of new technologies to improve organization-wide competency training.
