This position is responsible for designing and developing curriculum in all learning modalities for job specific competency-based training, professional development, and leadership skills that will enhance the job performance of Judiciary employees while executing mission critical work. The position includes conducting significant research and writing for curricula content to support the intended course goals and outcomes; developing training curricula using adult learning principles and design practices; as well as facilitating training. Conducting content research includes independent research, working with subject matter experts, and developing competencies. Training development includes drafting facilitator guides, creating participant materials, PowerPoints, and transfer of learning materials for face-to-face classes, webinars, instructor-led distance learning, and self-paced distance learning courses. The Instructional Designer / Curriculum Developer provides content to curriculum developers/training specialists and eLearning developers, maintains the Judicial College course resource repositories, performs quality assurance course reviews at various stages of development, creates and tests courses in the Judicial College’s Learning Management System (LMS). The position is also responsible for executing needs’ analyses for the Proficiency-Based Education and Training System (PBETS), as well as interest-based course development for the Judicial College. This includes: analyzing tasks, jobs, facilitating workgroups, and target audience focus groups; producing a detailed needs analysis reports for the target audiences; developing design plans on how to deliver an educational tool and product to close knowledge gaps; developing supporting materials, such as a syllabus and program schedule that outline the requirements; designing training strategies; applying adult learning principles; using software applications to develop comprehensive instructional and performance support products and materials to close gaps between current and desired performance; and oversees the pilot and implementation of the process of the instructional tools and products.
Education: Bachelor’s Degree from an accredited college or university.
Experience: Two (2) years of professional work experience in instructional systems design or curriculum development for adult learners.
Note: Professional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.
Skills/Abilities: In-depth knowledge of instructional systems design and development models, principles, practices, and scenario-based learning. Applied knowledge of adult learning principles, including effective practices and techniques of training and development and of of performance-based or competency-based design.
Ability to develop curricula that will enhance Judiciary education and course offerings, including essential skills, essential business skills, and performance-based training and develop curricula in all learning modalities, including self-paced distance learning, instructor-led distance learning, and face-to-face formats.
Ability to write using concise and clear language with proper grammar and punctuation that conveys the intended tone; to manage complex, multi-divisional projects and teams focused on developing intrinsic and extrinsic performance support and in developing work processes and systems for accurate and quality work products with operational efficiency.
Skills in task and job analysis; design of instructional materials, performance support products, on-the-job training programs; and in rollout and implementation of corporate-wide efforts.
Ability to work on multiple projects and programs simultaneously and within given timeframes; to research for course development and achieve subject matter expertise quickly over a wide range of topics; to plan, organize, and execute plans in a timely manner.
Skill in effective meeting facilitation, measured by the ability to have stakeholders reach consensus and develop product deliverables. Ability to meet and interact effectively with individuals at all levels within the Judiciary. Skills in effective communication that promotes mutual understanding and effective decision-making. Ability to respond readily to changes in the industry, environment, or organization and take constructive steps to address them. Skills in software applications, such as Microsoft 365, Canva, Adobe Creative Cloud, and Articulate Storyline 360 or Rise, to create course content and course support materials for print or digital publication, including learner guides, PowerPoint presentations, and other correspondences. Ability to perform all essential functions of the position.
Beginning December 29, 2021, all new employees will be required to be fully vaccinated as a condition of their employment.
