The Senior Specialist, Instructional Systems Designer (ISD), is responsible for the design, development, and support of high-quality learning activities and events in a variety of training modalities. The position requires the senior specialist to work collaboratively to build and maintain relationships with APHL Training and Workforce Development (TWD) staff, APHL programs, public health laboratory training partners and external partners, including the CDC Training and Workforce Development Branch (TWDB). The senior specialist will manage training products and activities to ensure relevancy and make modifications, as needed. Additionally, budgetary and financial monitoring, evaluation/impact activities and reporting of training activity status are performed. This position requires a responsive, committed individual who recognizes the organization-wide impact of the work. The Senior Specialist, (ISD) reports to the Manager, Instructional Systems Design and works with APHL staff involved in training development and delivery activities.
Duties & Responsibilities:
RESPONSIBILITIES SUMMARY:
- Engages in daily project management to ensure that desired results are attained and quality standards are met.
- Manages the design, development, implementation and evaluation processes for training projects and priorities, in response to identified training needs.
- Undertakes relatively complex and substantive tasks with minimal supervision.
- Exercises sound professional judgment and practices learner-centered design principles.
Project Management (80%)
- Apply industry-accepted Instructional Systems Design standards and processes, such as ADDIE and Backward Design, to develop and deliver learning activities and products.
- Engage in collaborative design and development of training materials (e.g., learning activities, presentations, quick reference tools, instructor and participant guides) on various topics for public health laboratorians.
- Development of web-based training in a widely used eLearning authoring tool (e.g., Adobe Captivate, Articulate Storyline 360, Lectora).
- Prepare, monitor and complete project milestones and timelines.
- Allocate and monitor project resources.
- Create, maintain and update project reports for internal and external stakeholders.
- Conduct needs assessments.
- Develop training plans to include learning objectives, target audience, course outlines, case studies, measurement tools, and sample training materials.
- Collaborate with subject matter experts to support content development.
- Implement training using an appropriate modality: face-to-face (i.e., instructor-led, lecture or seminar); web-conferencing; or e-learning.
- Manage and coordinate the review process to ensure content accuracy.
Course Maintenance (10%)
- Review and update training in areas such as competencies, learning objectives, target audience, course outlines, case studies, measurement tools, and training materials.
- Identify new subject matter experts and collaborate as needed to maintain/update courses.
- Guide instructors, facilitators and staff in developing assessment measures to evaluate the effectiveness of training.
- Collaborate with APHL staff to assess gaps and identify training needs for the laboratory community of practice.
Communication (10%)
- Foster diverse thinking and a culture that is inclusive of every voice.
- Contribute to APHL’s organizational strategic and long-term planning process.
- Provide strategic oversight and project manager expertise to facilitate the development and delivery of training for APHL programs.
- Present or submit knowledge or information at national conferences or meetings (ex. APHL annual meeting) to highlight successes within the scope of work.
- Communicate with internal staff, stakeholders, and subject matter experts to develop a strong partnership across the team and organization.
Employment Standards- Education and Experience:
- BA/BS required; Master’s in instructional systems design or other relevant area preferred. Incumbents at this level typically have a specialty gained through a college degree.
- Graduate-level degrees may be considered in lieu of experience.
- Incumbents generally have three or more years of experience in their discipline.
- Experience working with scientists, and public and private agencies is strongly preferred; knowledge of public health laboratory systems is desired, but not required.

Knowledge, Skills, and Abilities:
- Strong knowledge and application of instruction design; instructional delivery methodology and systems; and adult learning concepts.
- Strong knowledge of project management lifecycle
- Experience with learning management systems.
- Proficiency in Microsoft Excel, Microsoft Office, PowerPoint and Teams.
- Proficiency with eLearning authoring tools (e.g., Lectora, Captivate or Articulate Storyline 360) a plus.
- Self-motivated professional with excellent verbal and written communication, highly developed interpersonal skills and diplomatic finesse.
- Skills in planning, organizing and time management to handle multiple priority projects at varying stages of development, while meeting deadlines and established standards.
