    Accountabilities:

    • Overall accountability and responsibility in creating, managing, and reporting on the Training Department’s annual budget and processing of invoices.
    • Overall accountability and responsibility for training O&M employees and contractors.
    • Responsible for reviewing, editing (as required) the Training Program Plan and submitting it to the Client for approval.
    • Responsibility for analyzing, developing, designing, implementing and evaluating (ADDIE) training programs and curriculums.
    • Preserves employee moral within the Training Department
    • Maintains a collaborative working relationship with the City and County of Honolulu, Department of Transportation Services (DTS).
    • Establishes standards for instructor-led training, eLearning, on-the-job training (OJT), and competency assessments.
    • Be the system administrator and adept user of the Absorb Learning Management System (LMS).
    • Ensures appropriate training records are maintained and always audit ready within the learning management system (LMS).
    • Running LMS reports and exporting to Excel to create easy to understand reports and graphs.
    • Provide guidance and coaching to the training staff in the development of training material (syllabus, lesson plan, written exam, competency assessments, PPT presentations, etc.) to support training programs.
    • Ensures that all HRH employees and contractors have satisfied and maintain required OSHA General Industry and rail safety qualifications.
    • Ensures all employees receive refresher or rectification training before their certifications expire.
    • Works with the training staff to develop quarterly training schedules.
    • Prepares and presents detailed oral/written weekly and periodic training reports to the executive team.
    • Responsible for the development of HRH specific eLearning content.
    • Researches and implements methods or technology to increase employee engagement during training classes.
    • Ensure each job classification has a curriculum and maintains a training matrix based on the curriculums.
    • Conduct training needs analysis on the annual basis and updates the training matrix and curriculums as required.
    • Ensure the HRH training matrix is accurate and updated on the regular basis.
    • This position requires the ability to work in an active rail transit environment to develop appropriate training programs to meet company goals.
    • As required, develops and conducts theoretical and practical hands-on training, both in the classroom and in the field to meet company goals.
