Provides strategic learning-related consultation, guidance, and support to business areas, stakeholders, and company-wide initiatives. Ensures successful development and delivery of large-scale technically and instructionally sound learning solutions. Develops learning interventions, solutions, and services to effectively and efficiently equip employees with the specific capabilities to add value and drive competitive advantage for the organization. Leads collaborative project teams across business areas to deliver appropriate learning solutions.

Essential Responsibilities

  • Partner with the business to develop and deliver a learning strategy aligned to the specific business goals, outcomes, proficiency requirements and organizational priorities. Define workstreams for effective partnership with change and communication initiatives. Implement training solutions from request intake to evaluation through individual design and development, management of vendors or team supervision. Maintain quality standards from ISD through final delivery. Monitor and communicate training related risk and effectiveness and efficiency levels.
  • Lead large-scale projects to translate business needs into opportunities that drive organizational and individual performance. Build relationships with leaders to design and deliver measurable solutions of value to the business. Responsible for synthesizing business requirements into the annual enterprise work plan. Manage budgets and contracts to meet the requirements.
  • Apply standard instructional design principles (ADDIE, SAT) and adult learning theories to business challenges and learning solution design . Manage end to end gated delivery process. Design and develop in partnership with vendors and learning consultants instructionally sound learning in multiple platforms to include e-learning, flipped classroom, ILT, video, in app support and content curation.
  • Partner with Learning Technology team to match and deploy the appropriate platform and modality solutions with the training need. Administer learning projects within the technical environment.
  • Maintain proficiency with modern design software, project management, communication and learning development related tools, techniques, strategies, and practices to provide relevant, informed consultative advice and development; share leading learning practices with teams and partners.
  • Present learning solutions at various councils at the executive level as needed.
  • Analyze and provide feedback on large training contracts and proposals in Partnership with Supply Chain. Understand and advise on Capital investment vs. O&M spend.


Minimum Requirements

  • Bachelor’s degree in learning & development, instructional design, or related field, or equivalent education and experience.
  • Eight years of learning and development experience including consulting experience and project management.
  • Extensive expertise in learning methodologies.
  • Proficiency in tools including Microsoft Office suite, eLearning authoring tools, and Learning Management Systems.
  • Deep knowledge of adult learning theory and how to apply these to traditional and new learning modalities.
  • Excellent written and verbal communication skills.
  • Experience in content writing, ability to map objectives with learning content, and creating learning solutions with associated deliverable documentation.
  • Experience in vendor selection and designing recommendations on full training programs with multiple modalities including Instructor Led, virtual training, eLearning, podcasting, video solutions, and other interactive media.

Preferred Requirements

  • Experience training in the cyber security field
