This position supports CareOregon’s strategic goals through employee and leadership course design and development. The Sr Instructional Designer focuses efforts in needs assessment, standardization of learning materials, and advanced instructional design to optimize learning in both instructor led and eLearning courses along with related job aids. This position helps lead governance and standardization across the organization.

Essential Responsibilities

Learning and Development

  • Collaborate with leadership and across departments, through needs assessments, to develop organizational learning and development programs that align to the organization’s strategic plan.
  • Using instructional design methods and adult learning theory delivery strategies, plan, coordinate, and execute learning and development solutions and content for employees, leaders, and executive team to support individual development and compliance to laws, policies and contracts.
  • Work with departments and subject matter experts to create visual, audio, and interactive learning materials and resources that support course objectives and learner needs.
  • Collaborate with training roles across the organization to advance adult learning and desired course outcomes.
  • Partner in leading the organization to standardization and governance in learning practices and materials; consult on best ways to advance learning and standardization across the organization.
  • Review existing, purchased, and available content, making a collaborative determination to ensure the right development, in the right format, for the right groups, at the right time.
  • Ensure organization wide courses align with mission, vision, values, and support advancing equity, diversity, inclusion, and sense of belonging in the organization.
  • Evaluate effectiveness of learning program design and outcomes.
  • Demonstrate ability to link learning to strategy and business decisions; utilize return on investment to create value for learning opportunities.
  • Act as liaison between CareOregon and outside vendors/suppliers as needed to develop, implement, or deliver training resources.
  • Assist in maintaining records of learning events and employee progress and monitor effectiveness of programs.
  • Maintain knowledge of resources available for topics and recommend/work with leaders to determine optimal balance of internal/external for design, development, delivery and/or assessment.
  • Encourage professional effectiveness through continued education and professional development.

Change Management

  • Support the organization and employees through periods of change.
  • Create conditions for a smooth transition to a “post-change” future state with least resistance from employees and maximum enthusiasm to adapt to the change.
  • Support understanding and learning outcomes to achieve organizational ability to take on new initiatives.
  • Coach or mentor leaders and teams to help them implement change.

Organizational Culture and Effectiveness Consultation

  • Perform gap analysis of organizational and departmental strategic business goals to identify areas where interventions can contribute to the achievement of the goals and develop the culture.
  • Evaluate and facilitate organizational relationships to identify areas for improvement.
  • Collaborate with and coach leaders to identify performance intervention strategies.
  • Coach leaders in improving leadership effectiveness.

Experience and/or Education

Required

  • Minimum 5 years of experience in assessing, designing, delivering and evaluating learning programs and organizational initiatives at both the leader and employee level

Preferred

  • Advanced learning and education in instructional design
  • Certified in Prosci or similar change management certification
  • Relevant experience performing similar duties in a health plan environment
  • Experience with Articulate, Captivate, or other similar eLearning authoring tools

Knowledge, Skills and Abilities Required

Knowledge

  • Advanced knowledge and application of organizational behavior theories and practices, adult learning methodology and instructional design of interactive eLearning and instructor led programs that are sustainable, measurable and sensitive to diversity

Skills and Abilities

  • Expertise in instructional design, leadership development, and culture influence
  • Skilled in using ADDIE, SAM or similar adult learning instructional design process
  • Ability to apply principles of organizational change and ability to act as a change agent
  • Ability to gather and interpret data
  • Advanced technology skills in Articulate 360 or other eLearning authoring tools, MS Office (Teams, Word, Excel, PowerPoint, Outlook) and working knowledge of learning management systems (LMS), HTML and video editing and video screen capture applications
  • Skilled in facilitation and consulting skills
  • Ability to guide and influence individuals, managers and senior leaders
  • Excellent interpersonal, verbal and written communication skills
  • Strong problem solving, editing, and influence skills
  • Able to perform effectively as a team player; values the ideas and opinions of others and routinely collects their input as part of decision-making processes
