The University of Maryland, Baltimore, (UMB), Department of Human Resources is looking for an experienced, resourceful, and results-oriented Instructional Designer to design and deliver innovative learning solutions for in-person and eLearning environments.
Under the direction of the Human Resources Organization and Employment Development (OED) Director, the Instructional Designer, will work collaboratively with school and unit subject matter experts, HR managers, supervisors, executives, and stakeholders, to provide vision, leadership, and coordination in designing, developing, delivering, and supporting online and face-to-face training, facilitation and evaluation of staff development and training activities. The Instructional Designer will utilize a variety of available technologies, such as audio, PowerPoint, Articulate, and other software applications for a blended learning approach.

Primary Duties:
- Designs innovative and value-added instructional content and learning solutions that are engaging, informative, high quality, and delivered according to adult learning standards for instructor led, hybrid, and e-learning materials.
- Creates and implements multifaceted learning curriculum and development programs; including instructor-led courses, e-learning modules, and micro-learning options; incorporating a blended approach to delivery that addresses learning opportunities for all employees.
- Collaborates with the OED team and other school and units to identify solutions and achieve project goals; communicates effectively and consistently with the team and with subject matter experts, ensuring a constructive two-way flow of information on all assigned projects.
- Facilitates effective instructor-led, virtual, and hybrid training sessions.
- Establishes and manages project plans and timelines through the creation of outlines, prototypes, and storyboards that provide program structure.
- Reviews and assesses project content and delivery methods based upon best practices and/or evolving organizational needs; makes recommendations; applies feedback to ensure relevancy and accuracy.
- Translates written content into visual descriptions (graphics, audios, interactive charts and graphs, video- based scenarios) using various education technology design tools.
- Partners with subject matter experts (SMEs) to understand their training needs, assessing existing resources to identify the most suitable content to address learning requests.
- Designs, develops, delivers, and evaluates training programs that enhance the competencies of employees at all levels to align with the strategic efforts of the university.
- Develops and prepares training materials including presentations, instructor guides, participant guides, job aids, and learning activities based on adult learning principles and that are ADA compliant.
- Leverages analytics to understand learner needs, drive system utilization, and improve user experience.
- Utilizes LMS and related technology as a means to house learning, manage learner records, create reports, and distribute training materials.
- Collaborates with colleagues to share best practices.
- Performs other duties as assigned.
Education: Bachelor’s degree in Instructional Design, Instructional Technology Adult Learning, Human Resource Management or related field.
Experience: Four (4) years of progressive training and development work experience, including curriculum development, course design, and proficiency with one of the mainstream instructional design platforms (e.g. Articulate 360/Storyline, Adobe Captivate, Camtasia).
Knowledge, Skills, Abilities:
- Demonstrated excellent organization skills, time management and task flexibility with the ability to prioritize competing projects/initiatives and change priorities as needed; builds and applies business acumen on all project deliverables.
- Strong instructional design, organizational, multi-tasking, creativity, writing and communication skills
- Knowledge of instructional design methodologies and tools including design documents and scripts/storyboards.
- Excellent written and oral communication skills with an ability to deal with multiple constituencies in a fast-paced, dynamic work environment.
- Highly organized, achieving outcomes in deadline driven environment.
- Self-motivated, organized, and detail-oriented team player who participates in highly collaborative instructional development processes and activities.
- Effective analytical skills and ability to identify and present data-driven insights and trends. Ability to research, analyze, design, develop, or customize based upon varying inputs.
- Functional understanding of LMS systems and standards, and eLearning authoring tools
- Experience supporting virtual training via the use of WebEx Meeting, WebEx Training, Zoom, or similar platforms.
- Solid grasp of adult learning and development theory and methodologies.
- Ability to convert technical or complex information into easily used and understandable text and graphics.
- Knowledge of computer software applications including Outlook, Word, Excel, PowerPoint, and Web applications.
- Effective strategic-thinking skills with a demonstrated ability to excel both independently and collaboratively with team members.

Hiring Range: 90,000-102,500 (commensurate with experience)
