    Founded in 1968 to meet the post-secondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for more than 50 years.     Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.

    With a diverse student population, Cecil College enrolls approximately 2,500 credit students and 3,400 non-credit students. Cecil offers associate degrees, certificate programs and non-credit classes. Cecil offers a variety of associate degree and certificate programs.

    General Description: Instructional Technologist – Academic Programs provides leadership, direction, and oversight for the instructional technology services within Academic Programs at Cecil College. The Instructional Technologist is a subject matter expert in educational technology and will work closely with the faculty and staff by providing instruction and technical support related to the College’s Learning Management System (Blackboard) for Face-to-Face online, Hybrid, and HyFlex courses. This position will actively encourage the use and integration of technology in teaching and ensure that the infusion of technology into coursework is pedagogically sound.

    Due to the need of interaction with students, employees and the college community this position requires in- person presence. This position is eligible for telework.

    Specific Duties:

    • Responsibilities include supporting LMS management, educational technology, content publishing platforms, video management technologies, plagiarism software, interactive content creation, and authoring tools;
    • Designs and performs technology implementations that meet the College’s educational goals and are cost- effective;
    • Assists with monitoring and assessing faculty compliance with LMS policy each semester per the direction of the Dean;
    • Designs and delivers training programs, workshops, and seminars on instructional technologies and their implementation and is responsible for the continuous review of training content and materials to meet changing needs and objectives;
    • Collaborates with faculty, staff, and students to develop, implement and use technology to enhance teaching and learning and to integrate the standards established by Quality Matters for any online education;
    • Collaborates with the Blackboard system administrator to ensure the coordination of administrative and academic technology support;
    • Knowledge of distance-learning methodologies, seeking out new and innovative technologies for use (asynchronous, synchronous, hybrid), and connecting discipline faculty to new technologies as appropriate;
    • Serves as a resource and assists faculty in the design and development of engaging, interactive, and instructionally sound materials that address various learning styles and are accessible to all students, including those with disabilities;
    • Manages the testing and evaluation of new features and tools that integrate with the LMS;
    • Manage LTI tool installation, maintenance, and support;
    • Ensure all technical timelines and project deadlines are met;
    • Strong presentation skills;
    • Good customer service skills;
    • Keeps abreast of new trends, tools, opportunities, and campus needs in teaching, learning, and instructional technologies;
    • Serves on Statewide committees related to instructional technology as assigned;
    • Serves on College committees as required;
    • Adheres to College policies and procedures;
    • Other related duties as assigned.

    REQUIREMENTS:

    Education Minimum of a Bachelor’s degree; Master’s degree preferred

    Experience. Experience with instructional technology, including a demonstrated ability to plan, implement and assess instructional technology. Knowledge of various instructional technologies, including recording and editing digital media. Must be knowledgeable of best practices, current research, and innovations in technology instruction—effective use of Web development, multimedia, interactive courseware authoring tools, and other instructional technologies. Experience as the administrator of a course management system is preferred. Must be experienced in creating technology-based instructional materials for students with disabilities; copyright policies and intellectual property rights; and various software applications related to integrating technology into instruction, including Microsoft Office Suite, HTML editors (e.g., Dreamweaver), eLearning course development tools (Adobe Captivate, Articulate Storyline, Rise), and course- management tools, particularly Blackboard. Proficiency with Adobe Creative Cloud, Microsoft Office, and Google Suite applications.

    Skills Customer service oriented and possesses excellent verbal, written, and interpersonal communication skills. Able to work with a broad constituency of end-users with varying needs and computer skills. Ability to think creatively to understand and diagnose a complex student and faculty needs and translate those needs into appropriate technological solutions. Able to work effectively and collaboratively in a fast-paced, team-oriented environment with all levels of students, faculty, staff, and administrators. Must be detailed oriented and possess strong organizational skills, with the ability to establish priorities, manage multiple demands and projects, and meet deadlines.
