Trilogy Federal is looking for a Training and Instructional System Design Specialist for a large Federal agency with a focus on eLearning, curriculum & training module developmentto improve user experience and to help meet organizationallearner outcome goals. We are looking for highly motivated candidates to conduct in-depth research to determine the training needs and outcomes resulting in the development of engaging (informationally and visually), user-friendly, and 508-compliant learning products for the clients targeted audience.
The selected candidates will providesupportfor all ISD activities necessary to analyze, design, develop, and create new training materials as well as sustain, update, and reconfigure training materials and products across the organization supporting a vast stakeholder population. Candidates shall perform activities that include but are not limited to Human Performance Improvement, needs assessment, formative and summative evaluation, usability testing, course validation, test reliability and validity, diagnostic testing, Job and Task analysis, front end analysis, training situation analysis, competency alignment, proficiency assessments, performance support systems and updates and maintenance as required.
Travel requirement: Selected candidates must be able to travel up to 3 times per year, across the USA. No travel is planned at this time, but should travel be scheduled, each site visit would be approximately 3 days long.
Primary Responsibilities:

- Design and develop content and learning experiences for a variety of audiences and delivery methods including instructor-led and digital delivery.
- Create memorable learning products that are sustainable.
- Define and implement measurable learner outcomes.
- Update and revise products as necessary to maintain currency.
- Manage Subject Matter Experts (SMEs) and consult with clients during the course development process to develop high quality, engaging, and learner centered digital learning experiences.
- Serve as a learning advisor to our customers both internal and external.
- Identify, analyze, and apply changes in regulatory guidance, industry standards, new learning approaches, and applicable external benchmarks to provide maximum impact course materials.
- Articulate what the learner’s (customer) experience means to you as a designer and be able to articulate what constitutes a quality learning product.
- Provide evidence-based instructional design for web-based and virtual platforms utilizing multiple modalities.
- Design learning assessments and measurable learning outcomes.
- Test and review all created training materials.

Minimum Requirements:

- Bachelor’s degree in related field.
- Minimum 2 years of experiencein Instructional Design with both E-learning/traditional design and development.
- The ability to obtain a Public Trust Clearance.
- Experience in 508 compliance and ensuring both eLearning and Instructor-led materials meet all 508 requirements.
- Knowledge and application of instructional design industry standards and best practices (e.g., experience applying the ADDIE model to instructional design).
- Knowledge and application of adult learning theory.
- Experience developing content for different modalities (e.g., instructor-led, eLearning, virtual training).
- Extensive experience using Captivate and Articulate instructional design software.
- Ability to apply the Kirkpatrick Model of Evaluation in instructional design.
- Experience using SharePoint as the primary source of file saving and sharing.
- Strong technical and creative writing skills.
- Strong interpersonal, communication, and relationship-building skills.
- Creative problem-solving skills.
- Strong organization & planning skills.
- Ability to prioritize and manage multiple tasks concurrently.
- Ability to work independently or with little direction, when required.
- Ability to interface well with SME’s, end-users, and client stakeholders across the organization.
- Proficient in MS Office Applications: Word, Excel, PowerPoint, SharePoint
