The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. Role description

Under general direction with the department manager and in collaboration with subject matter experts, performs all aspects of production to complete professional quality computer-based instruction presentations for use in training public agency employees; works in coordination with, subject matter experts and trainers in developing course materials that effectively convey critical knowledge and expertise to diverse audiences; transforms content into engaging, efficient, interactive, and effective eLearning content for both on-line and blended delivery methods; and evaluates the effectiveness of training presentations; and performs related duties as required.
MAJOR, IMPORTANT, AND ESSENTIAL DUTIES
Develops methods to evaluate eLearning programs in relation to identified learning needs, strategic initiatives and compliance requirements
Provides consultation to determine appropriate delivery method for training to meet identified learning needs; e-learning, in-person training or hybrid
Engages with subject matter experts, and other stakeholders to assess learning needs and develop course content including but not limited to, identifying goals and objectives, determining scope and audience, incorporating adult learning principles, instructional design methodologies and learning evaluation tools
Utilizes e-learning authoring software to design and produce SCORM-compliant e-learning courses. Develops scripts, story boards, voiceovers and graphics
Serves as Learning Management System (LMS) Administrator that includes assigning courses, uploading eLearning modules, generating reports in LMS, troubleshooting user issues, and managing users
Compiles reports from Learning Management System data to inform organizational stakeholders
Develops training aids, communication tools, and other resources as needed

How to qualify

MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Possession of a baccalaureate degree from an accredited college or university AND
One (1) year of work experience using multimedia and graphic tools (e.g., Captivate, Articulate) in one or more of the following occupational areas: instructional design, curriculum development, instructional technology, or multimedia technology.
Substitution

Additional experience as described above may be substituted for the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Examination (Weight: 100%)

Candidates will be sent a written supplemental examination designed to measure competencies in job-related areas which may include but not be limited to: knowledge of application of adult learning theory, knowledge of electronic learning management systems, knowledge of instructional design methodology, knowledge of design standards to enable learner accessibility, interpersonal skills, communication skills, project management and/or problem-solving skills.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Certification

The certification rule for the eligible list resulting from this examination will be the Rule of Ten Scores.
