Join the Minnesota Department of Health (MDH) to serve as part of the Learning and Development team within the Human Resources Management (HRM) Division to specialize in developing and creating eLearning content for the agency. Content will support learning in agency compliance and human resources topics for employees, supervisors, and managers within the Minnesota Department of Health. This position will manage MDH’s use of the Electronic Learning Management system (ELM). This position will also support all aspects of Learning and Development’s programing in support of the agency’s mission to protect, maintain, and improve the health of all Minnesotans.
Working as an Instructional Designer within our Learning and Development (L&D) team, you will:
- Design content for eLearning modules based on the strategic plan of the L&D team.
- Identify, design, and deliver additional content to MDH employees, supervisors, and managers.
- Serve as the agency expert for the State Learning Management System – ELM, managing the course catalog, enrollments, reports, and providing information and training to ELM uses.
This position is open to telework for applicants residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. There will be an expectation to report to the office in St. Paul for team or division meetings as needed, but it will be infrequent.
Qualifications
Minimum Qualifications
Three (3) or more years of professional level experience in developing and delivering soft skills, organizational, and/or orientation training to adult learners. This required experience must include all of the following:
- Proficiency in design and implementation of dynamic and accessible eLearning modules using eLearning authoring software.
- Knowledge and skills in the design, development, and delivery of training, including via live webinar or classroom training, integration of policy and systems in training, and design of educational curricula.
- Experience teaching in a learning environment catering to various learning styles and abilities, including facilitating and delivering live webinar and/or classroom training.
- Working knowledge with learning management systems or other similar training or reporting software.
- Demonstrated proficiency in the use of Windows-based operating system and programs, with emphasis of experience using Microsoft Word, Excel, and PowerPoint.
Preferred Qualifications
- Proficiency in Articulate Storyline eLearning authoring software.
- Experience providing training and/or development modules to employees in the public sector (i.e. State or County).
- Proficiency in working with the state learning management system ELM.
- Experience creating courses on topics related to human resources, leadership and onboarding strategies.
- Master’s or Bachelor’s degree in Training and Development, Organizational Development, Human Resources, Communications, or closely related field.
- Education, training or experience relevant to leadership development, talent management or workforce planning.
