    Responsibilities:

    • Develop and/or support competency-based curricula for compliance programs (e.g., Affirmative Employment, Alternative Dispute Resolution, EEO Complaints, Reasonable Accommodation ) that includes relevant didactic learning activities, experiential learning, and supporting materials following adult-learning principles
    • Develop and/or promote the use of SMART learning objectives and tools to assess achievement of learning outcomes and to evaluate learner and instructor satisfaction with courses and educational sessions.
    • Use learning assessment data to review, recommend edits, and revise curricula.
    • Provide consultation on learning design, competency alignment, and curriculum development to CDC program staff.
    • Provide consultation on instructional design to CDC program staff, content developers, fellows, and interns.
    • Apply principles of instructional systems design to conduct analysis, design, development and evaluation tasks required for training products and services, including e-learning and classroom-based training design.
    • Follow instructional design project planning guidance and style guides from CDC for all educational materials developed for CDC.
    • Assist the CDC program content developers to ensure accurate understanding of CDC’s services, which include accreditation of educational activities, online learning systems (i.e. HHS Learning Portal) and promotion of training through CDC Connects, to help them consider these services early in the training development process.
    • Conform and adapt the product design and delivery approach to fully utilize applicable learning management systems (LMS), such as HHS Learning Portal.
    • Develop at a minimum 7 learning products (courses, videos, podcasts, job-aids, or other products the vendor might want to suggest to CDC) and related materials based on sound instructional design methodology, adult learning theory, and innovative application of instructional technology in accordance with HHS and CDC Section 508 guidelines, responsive design guidance, CDC subject matter experts and/or content developers, and CDC guidance. Products shall be designed to collect learner assessment and evaluation data, to include metrics such as those that measure learner satisfaction, learner knowledge, learner skills attainment, learner performance on the job, or instructor performance or other appropriate assessment and evaluation tools to be determined in collaboration with CDC.
    • Products and other materials shall be accurate and clear, written in plain language and with a style suitable for the intended audience, and consistent with the Plain Writing Act of 2010 and CDC’s Clear Communication Index. For any e-learning products that are developed, the two approved authoring tools currently used at CDC are Lectora and Captivate. However, CDC programs and contractors can undertake efforts to seek agency approval of new authoring tools, if so desired.
    • Manage and maintain courses and training plans developed for OEEOWE.
    • Manage and coordinate training and education development projects through the development and use of project plans that include timelines, deliverables, and steps for branch team members as well as agency programs in which the team is working.
    • Ensure timelines for projects are met and deliverables are received in accordance with the project plan.
    • Consult CDC program content developers about progress, challenges, and needs to accomplish tasks.
    • Consult the CDC program content developers, compliance experts, and training support when appropriate to determine functionality needs, requirements development and documentation, system architecture and design, software development and prototyping, optimal responsive design, product testing and implementation. This may include assessing use of updated technology tools and platforms to develop communities of practice or other learning strategies using current best practices.
    • Consult with CDC program content developers to use CDC accreditation, learning management, and training delivery services, and to promote training and education activities.

    Qualifications:

    • Bachelor’s degree in education, instructional design, relevant field
    • 7+ years of experience
     
    Knowledge, Skills and Abilities:
    • Knowledge of training methodologies, instructional design (ADDIE), and learning management system (LMS),
    • Knowledge of various tools, TML, Photoshop, Adobe creative suite, Captivate, MS products, skilled in developing and creating instructor-led training and eLearning curricula.
    • Strong project management, project coordination and prioritization skills,
    • Ability to recognize client needs,
    • Exceptional organizational and collaboration skills.
    • Capable of taking direction and being adaptable to change.
    • Excellent verbal and written communication skills
    • Exceptional customer service orientation
    • Attention to details and deadlines ensuring effective task management.
    Final salary determination based on skill-set, qualifications, and approved funding.
