Position Description:
The Instructional Designer/Facilitator position at the Oklahoma Department of Health falls within the Human Resources Division and operates under the supervision of the Learning and Organizational Development Manager.
This person is responsible for designing and delivering impactful training programs to enhance the skills and knowledge of our employees. Collaborating closely with subject matter experts and stakeholders, the individual will create comprehensive instructional materials, encompassing multimedia content, virtual and in-person instructor-led sessions, and eLearning modules.
The role involves facilitating engaging training sessions and workshops, updating, and enhancing training resources, and aligning training initiatives with organizational objectives and agency policies. As a key contributor to the organization’s learning and development efforts, the Instructional Designer/Facilitator will play a crucial role in fostering a culture of continuous learning and professional growth within the department and making a positive impact on the health and well-being of our employees who serve Oklahomans.
Duties:
- The essential functions performed may vary but will include the following:
- Demonstrates knowledge of and supports agency Mission, Vision, and Values, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
- Support, create, market, coordinate, schedule and administer the expansion of curriculum by developing and presenting training courses and programs. This includes researching, preparing curriculum, designing manuals, and conducting/facilitating trainings based on agency specific topics, special requests, organizational efficiencies, and solutions that meet business priorities, both in terms of content, context, delivery format and timeliness.
- Collaborate, build, and maintain partnerships with peers, area managers, directors, and other essential staff members to develop fulfilling concepts. Using this skill to listen to others’ ideas and opinions attentively, while posing pertinent questions to clearly identify the agency’s need for training.
- Organize and facilitate trainings to staff via internal or external communications and LMS (learning management system) platforms (i.e., in person, Microsoft Office 365).
- Perform broadband technical and industry research to assure technical accuracy, comprehension, and relativeness of lesson material or resources in conjunction with updating new or existing material.
- Write learning outcomes; verify achievement of objectives through engaging activities, well-written test questions, and virtual hands-on skills verification mechanisms.
- Ensure the instructional integrity of lesson development projects through systematic design, clear writing of scripts, narratives, storyboards, objective maps, programs, and software.
- Proficiency in software systems such as but not limited to: Microsoft Office 365, Articulate 360, Adobe Acrobat, Adobe Photoshop, Adobe Illustrator, Adobe Premiere, Captivate, Camtasia, Storyline, Canva and Mentimeter.
- Conduct training evaluations and follow up sessions to ensure continuous development, enhancement of skill solutions, satisfaction, and return on investment for clients and skills academy.
- Update, track, streamline and communicate employee training records using an LMS platform.
- Respond to requests for specialized training and assists in conducting needs assessments to help determine the appropriate course of action.
- Evaluate results of conducted trainings by various methods and adjust materials and/or techniques as needed to meet agency goals and objectives.
- Develops interactive tools following trainings to assist in continued education programs.

Minimum Qualifications:
Bachelor’s degree plus two years of experience in Instructional Design, Instructional Technology, Organizational Development, Training and Development, Facilitation, Public Speaking/Communication or related field, OR a master’s degree in Instructional Design, Instructional Technology, Organizational Development, Training and Development, Facilitation, Public Speaking/Communication or related field, or a combination of education and experience.
Valued Knowledge, skills, and abilities
- Ability to present and communicate efficiently and effectively while teaching adult learners.
- Possess technical writing skills (writing and editing) related to content development and instructional materials development.
- Ability to design assessments to support defined Learning Objectives.
- Meticulous attention to detail regarding stylistic and linguistic presentation.
- Evidence of driving business performance through training & coaching using innovative methods.
