The eLearning Designer and Training Specialist position reports to the Workplace Culture and Development (WCD) Director and is responsible for managing, developing, and implementing eLearning course curricula and online instructional programs that are designed to provide professional development opportunities designed to grow and develop DNR employees and enhance the agency-wide culture. The position supports the organization’s efforts to implement innovative technology solutions and services, which support required needs mandated by RCW, WAC, Executive Order, Initiative, and/or other governmental drivers. This position supports employees and programs throughout the agency by designing, developing, coordinating, and delivering strategic training and development programs that meet the agency’s needs and WCD initiatives.
This position partners with the Training and Development Technical Strategist in the administration of the Washington State Learning Center Systems; managing training data and agency learning center systems, developing standardized processes and procedures for LC Administration, and ensuring employee access to learning systems. This position also provides consultation, develops strategies, conducts research, formulates recommendations, and implements strategic, unique, and long-range learning activities for programs throughout the agency. In addition, this position supports the management and implements changes to the WCD ticketing system.
Workplace Culture and Development (WCD) Division offers key support to programs designed to grow and develop WA State Department of Natural Resources employees and enhance the agency-wide culture utilizing an equity, diversity, inclusion, and belonging-focused lens to foster safe and respectful workplaces where employees can bring their authentic selves to work.
WCD’s cultural and developmental programs foster employee engagement and leadership development. These concepts work to attract and retain a workforce within DNR representative of the public we serve. WCD initiatives increase inclusion, belonging, and psychological safety, increase productivity, improve communication, and create a climate of innovation.
Responsibilities:
Design and Develop eLearning Courses
- Meet customer needs and operationalize eLearning courses and supporting resources through engagement and communication planning.
- Collaborate with the training team and subject matter experts to draft content and create classroom materials that comply with federal and state laws and policies. Select and/or create e-learning training curriculum for the agency.
- Establish, enforce, and follow DNR standards for visual design principles, multimedia learning principles, and user experience and accessibility design best practices.
eLearning Technical Development and Project Management
- Conduct audits of eLearning courses to ensure accessible instructional programs that are compliant with Section 508 of the Rehabilitation Act, the Americans with Disabilities Act, and OCIO Policy 188 thus providing accessibility to all staff and minimizing agency liability.
- Develop replicatable templates for – learning objects, and prototypes; standardize- format, sequence, narration, and accessibility.
- Use project management skills and tools to simultaneously manage multiple eLearning course development programs involving various stakeholders.
Learning Management System and WCD Ticking System Backup Administrator
- Support the effective implementation and ongoing maintenance of the LMS and all supporting tools, content, technologies, roles, users, security, and internal system notifications.
- Troubleshoot system issues, such as learner access, supervisor workflows, course accessibility, class access or view, course completion status, and LMS functionality.
- Conduct audits of WCD ticketing system, provide trend reports and recommendations to improve customer experience, and strategize changes in approach and content for agents.
Performs other duties as assigned
- Engage in ongoing professional development to identify advanced training systems and project management strategies through participation in classes, forums, workshops, and conferences committed to DEIB best practices.
Required Qualifications:
- A Bachelor’s degree in Instructional Design, Education Technology, Adult Education, Computer Science, Information Systems, or related technical/business discipline AND one (1) year of experience designing and developing curriculum using eLearning authoring software such as Articulate Storyline, Captivate, Camtasia, or other equivalent software.
OR A year-for-year equivalent of training and/or work experience designing, developing, and evaluating web-based training courses using eLearning authoring software such as Articulate Storyline, Captivate, Camtasia, or other equivalent software. - Knowledge of a wide variety of theories, principles, and best practices related to educational technology to resolve problems and develop strategies for highly complex issues.
- Experience identifying and addressing gaps in compliance with Section 508 of the Rehabilitation Act, the Americans with Disabilities Act, and OCIO Policy 188 in relation to accessible learning design.
- Demonstrated ability to design and develop eLearning to meet the demands of the position.
- Experience working collaboratively with employees, managers, and supervisors; creating and maintaining relationships, and building trust and rapport with others.
- Experience Administering a Learning Management System (such as SumTotal LMS) or similar Information Technology systems.
- Experience utilizing eLearning software preferably Articulate 360 software package.
- Excellent organizational and time management skills; attention to detail.
- Communicate effectively with individuals and groups from a variety of cultures and backgrounds.
- Excellent written and oral communication skills, including the ability to effectively convey technical information to non-technical colleagues and clients.
- Exceptional computer and software skills with the ability to troubleshoot and resolve technical issues quickly.
- An intermediate or better knowledge of Microsoft products.

Special Requirements and Conditions of Employment :
- The duty station is the NRB in Olympia, WA. Work is performed almost exclusively (95%) indoors.
- Requires periodic (10%) travel for meetings and trainings; travel may be to region offices and work centers in remote locations throughout the state.
Desired Qualifications:
- eLearning Developer Certification/Credentials related to formal training in eLearning design.
- Knowledge and experience working with Articulate 360 products including storyline, rise, review, etc.
- Knowledge in use of graphic design programs such as Adobe Illustrator, Animate, and InDesign; Photoshop; Canva; etc.
