    The Learning and Development Business Partner role is responsible for the development, execution and evaluation of organization-wide learning and development that support the overall County strategy and goals. This role is responsible for all facets of employee development including leadership, compliance, progression planning, and employee engagement, across all departments and offices.

    Duties

     

    • Provides strategic and operational leadership in the design, development, implementation, administration, and communication of our Leadership Training Programs including, but not limited to, the County’s high potential leadership development programs, Management Training, and Compliance Training.
    • Collaborate and partner with County leadership to leverage Learning and Organizational Development programs to meet organizational objectives.
    • Analyzes current learning programs to ensure they align with our business strategy and ensures that our leadership programs optimize our ability to retain and develop top talent. Analyzes the best practices in talent development to create best-in-class, cost-effective leadership development and training programs.
    • Coach managers and employees throughout the County on key leadership competencies, development opportunities and performance management; as well as teach coaching skills.
    • Serves as expert on Psychometric Talent Assessment tools for the selection and development of non-management and management positions, including Department Directors.
    • Serves as a Change Management Specialist on enterprise-wide change initiatives and program, including integrating change management into project management plans and educating project managers and leadership on how to lead change initiatives.
    • Contributes insight into the overall Learning Technology Strategy, within the County’s Human Capital Management (HCM) Strategy for evaluating and selecting external vendors for eLearning and content management for entire County to meet County-wide training goals.
    • Develop, execute, and facilitate leadership training when required.
    • Ensures training operations are within the training budget.

    • Familiar with training measurements/metrics and reinforcement techniques.
    • Familiar with leadership and succession planning initiatives.
    • Proficient with M/S Office suite including Word, Excel and PowerPoint.
    • Strong presentation skills appropriate to the audience and confident, articulate, and clear communication skills with all levels of employees.
    • Able to inspire, motivate and leads others to achieve challenging results.
    • Strong problem solving and organizational skills.

    Requirements

    Education and Experience:

    • Bachelor’s degree in Business Administration, Human Resources or related field.
    • At least 5 years of relevant organizational training and development experience.
    • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

    Preferred Education and Experience:

    • Experience with Learning Management Systems and online content.
    • Blended learning approach.

    Pre-Employment Additional Requirements:

    • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.

    WORK ENVIRONMENT:

    • Work is generally confined to a standard office environment.

    PHYSICAL DEMANDS:
    The following are some of the physical demands commonly associated with this position.

    • Spends 70% of the time sitting and 30% of the time either upright or walking.
    • Occasionally lifts, carries, pulls or pushes up to 20 lbs.
    • Occasionally uses cart, dolly, or other equipment to carry in excess of 20 lbs.
    • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
    • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
    • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
    • Visual capacity enabling constant use of computer or other work-related equipment.

    Definitions:
    Occasionally: Activity exists less than 1/3 of the time.
    Frequently: Activity exists between 1/3 and 2/3 of the time.
    Constantly: Activity exists more than 2/3 of the time.
