Learning & Development Systems Manager

ESSENTIAL FUNCTIONS: Manage a statewide learning management system for State of Idaho employees and relevant stakeholders.
Examples of Duties:
Learning Management System
- Responsible for providing technical leadership for a statewide learning management system (LMS), including implementation, development, and system maintenance;
- Identify any opportunities for process and quality improvements and provide feedback on any defects that may be present;
- Identify opportunities for process and quality improvements;
- Manage and support system administrators, provide technical assistance to stakeholders, and provide end-user support when needed;
- Engage in ongoing feedback and consultation with the State Controller’s Office (SCO) to streamline workflow and align communication strategies regarding statewide LMS use;
Data Administration
- Create and maintain statewide and agency-specific reports;
E-Learning Content Development and Management
- Develop and maintain an online training strategy;
- Create, review, and revise statewide eLearning content;
Consultation, Training, and Organizational Development
- Consult with agency leadership team and develop training delivery strategies to address employer/employee needs;
- Consult with customer agencies to align the system with statewide agency needs;
- Conduct training for various audiences, including system administrators, content managers, instructors, and state employees, and evaluate effectiveness through follow-up and research;
- May coordinate and facilitate strategic planning sessions and assist with training needs.
Other
- May supervise staff;
- Other duties as assigned.
Minimum Qualifications:
- Considerable knowledge of training theory; organizational behavior.
- Good knowledge of management practices.
- Experience performing needs assessments, developing training objectives, designing and developing coursework and evaluating the training; presenting training to adult groups in structured learning situations; using a variety of training methods.
- Experience managing a learning management system
