This is a Washington Management Service (Band 01) position. Salary depends on qualifications, with up to an annual salary between $83,500 to $103,440.

- Assess agency training and development needs and create an agency training plan for delivery.
- Design, develop, and implement internal course curriculum and training materials.
- Provide HR related training across all levels of leadership and staff as assigned.
- Develop a variety of tools and resources for agency-wide application. This includes developing leadership course track.
- Create agency specific developmental tracks to promote growth and build institutional knowledge. This includes an internal mentorship program.
- Serve as a business partner to all division, working with leaders and program managers to identify gaps and opportunities in employee learning and development.
- Provide support in curriculum development and track efficacy measures.
- Provide consultation and guidance on existing curriculum or training modules throughout the agency to evaluate methods, make recommendations utilizing professional knowledge and expertise of application of Adult Learning Theory principles.
- Identify appropriate resources, technology to effectively support the program and training goals.
- Develop communication strategies to educate agency leaders and employees on the various tools, resources and opportunities available agency-wide.
- Bachelor’s Degree in human resources, business administration, public administration, education, social or organizational sciences, or closely related field. (Relevant professional level work experience may substitute for education on a year for year basis.)
- Three years of experience designing and delivering training programs for adults OR a combination of education and relevant experience totaling 7 years. The ideal candidate will have experience that includes:
- Experience designing and implementing training or development programming for adults which could include experience designing in-person and/or online classes, workshops, and course materials using contemporary adult learning theories, principles, and practices. This includes experience using metrics to determine the effectiveness of course content and materials.
- Demonstrated excellence with facilitation and training skills.
- Experience developing curriculum targeting improvement of employee skills at all levels, including supervisor/manager skills.
- Strong collaboration skills, especially across cross-functional teams.
- Master’s degree in instructional design, organizational development, education, communications, human resources, learning technology, or closely related field that demonstrates the skills and abilities in organizational design, planning, service delivery, evaluation, and/or employee development.
- Diversity, Equity, and Inclusion certification.
- Certification in Project management or demonstrated experience, including project design and implementation.
- Demonstrated ability to lead change initiatives, including those that cross multiple work teams.
- Solid foundation and knowledge of Adult Learning and Development principles.
- Experience leading and managing organizational training initiatives.
- Experience leading or implementing process improvement.
- Experience developing, designing, and deploying curriculum that employs proven methods for instructing varies adult learning models.
- Experience in eLearning tools such as Articulate, Camtasia and/or Storyline to create interactive training deliverable.
