The Senior Learning & Development Specialist develops, coordinates, and implements a variety of comprehensive professional development programs aligned with our mission and strategic initiatives; evaluates training effectiveness and performs professional-level work to promote and support our culture of learning.
Program Areas include:
- On-site and virtual-live employee professional development
- Professional development via higher education (Tuition Assistance Program)
- Organizational culture orientation for new employees
- Work-unit team development
- Training resource partner for role-specific technical trainers in Operations & Customer Service
- Learning Management System and course logistics
The Senior Learning & Development Specialist will report to the Manager, Learning & Organizational Development.
As a member of the Valley Metro’s Human Resources team, demonstrates the Agency’s Core Values of Whatever It Takes, Team Player and Positive Customer Care/Service in performance of daily duties.

Bachelor’s Degree in Organizational Development, Training and Development, Instructional Design, Human Resources, Public Administration, Business Administration, Adult Education or a closely related field
Five (5) years of professional level experience in learning and organizational development to include three (3) years of experience in eLearning design and virtual delivery using modern instructional technology such as Camtasia, Captivate, Articulate, WebEx, or similar software
An equivalent combination of education and appropriate experience may be considered.
Desirable Qualifications:
Certified Professional in Learning and Performance (CPLP)
Learning and development experience in a centralized human resources department
Licenses and Certifications:
Valid Arizona Driver’s License

Consults with internal stakeholders to conduct needs assessments, evaluate and make recommendations for learning and development solutions
Partners with departments regarding training needs, delivery, and scheduling requirements
Customizes courses when needed to meet department needs. Assists departments with finding role-related technical and professional development learning resources
Applies principles of adult learning and industry-standard instructional design methods to conduct needs analysis
Develops and designs highly engaging and interactive learning solutions, content and materials to address skill and knowledge gaps; and evaluate training effectiveness
Applies industry-standard instructional design methods to develop eLearning and deliver virtual learning using instructional technology such as Camtasia, Captivate, Articulate, Photoshop, WebEx, etc.
Assists with the Tuition Assistance Program and collaborates with higher education partners from colleges, universities and technical trade schools to administer workforce development solutions
Manages course logistics and resources necessary for scheduled training courses including Learning Management System, classroom space, needed audio visual equipment, etc.
Develops and implements communication plans for training initiatives; markets training and development opportunities to staff
Oversees and delivers assigned training; continually monitors the effectiveness of programs; recommends new approaches to improve, update or enhance services offered
Stays up-to-date with current tools, trends and techniques in performance consulting, adult learning theory, cognitive theory, engagement and workforce development
Performs other and similar related duties
KNOWLEDGE & SKILLS:
Knowledge of:
Principles of adult learning and its application in the development of training solutions
Project or program management responsibilities
Industry-standard instructional design methods and techniques of curriculum development
Principles and practices of group dynamics and human behavior
Trends in professional development and leadership training
Copyright restrictions regarding the development and delivery of training programs;
Training resources and providers within the community
Learning Management Systems and a variety of technology-based delivery platforms that support learning and development
Statistical methods applied to training assessment
Skills in:
Planning, developing and implementing value-added training and development programs
Applying industry standard methodologies, principles, and practices related to adult learning, instructional course design, and training delivery
Conducting and facilitating effective training sessions both in person and virtually
Presenting information clearly and concisely to various audiences
Establishing and maintaining effective working relationships internally and externally
Monitoring and evaluating training programs to determine effectiveness
Maintaining learning management system (LMS) to ensure accurate employee training records, track training needs and collect evaluation results
Proven use of evaluation strategies that effectively measure impact of learning using Kirkpatrick’s model for training evaluation
Excellent interpersonal, written communication, problem solving, collaboration and analytical skills as well as the ability to work with highly confidential information
Demonstrated ability to be a team player by recognizing other team member’s unique skills and perspectives, creating a collaborative culture by being positive, respectful and friendly and by being honest and acting with integrity

Physical Demands:
Mobility to work in a typical office setting and use standard office equipment; vision to read printed materials and a computer monitor; hearing and speech to effectively communicate in person or over the telephone to large groups. Ability to lift up to 20 pounds; to stand or sit for long periods of time and to work a keyboard for an extended period of time. May travel to other agency sites within the Valley.
Positions in this class typically require: grasping, talking, hearing, seeing, sitting, standing and repetitive motions.

Work Environment:
