Position Purpose:
The NICB Learning and Development (L&D) program provides NICB employees, membership and law enforcement with educational platforms which are focused on the deterrence, detection, investigation, and prevention of insurance crime and fraud. NICB training programs employ a variety of learning modalities to include timely face-to-face and virtual instructor-led learning solutions, on-demand eLearning courses and specialized fraud academies. The Learning & Development Specialist will be responsible for collaborating with key stakeholders to define learning objectives, develop and implement training programs to support internal employee training and NICB L&D educational offerings, and work collaboratively with NICB employees, members and key stakeholders to further NICB’s mission, vision, and goals.
Work Arrangement and Description:
This is a remote position which means NICB grants the privilege and flexibility to work from a location within the boundaries of the United States or its Territories.
Competencies/Duties:
- Participate in the development of user-friendly curriculum to include lesson plans, learning experiences, learner materials, and instructor materials for classroom, webinar, conference, and web-based training.
- Work with the L&D Curriculum Developer in creating learning curriculum and instructional design, as well as ensuring existing curriculum and educational products provide unparalleled training to NICB employees, members and key stakeholders.
- Create instructional material and evaluate courses to ensure content meets appropriate standards and regulations with a focus on Diversity, Equity and Inclusion (DEI) and accessibility considerations.
- Consults with appropriate subject matter experts to define course content and learning objectives.
- Assist with design guidelines for internal and external training programs and courses, and establishes metrics used to evaluate training effectiveness.
- Coordinate training program evaluation to determine training effectiveness and ensure NICB instructional programs remain relevant and value-added to our members and key stakeholders.
- Assist with delivery of training to include FraudSmart and internal training courses, and assist with the coordination of participant training records, scheduling and coordinate ongoing training needs/requirements.
- Provide instruction to NICB members and key stakeholders in support of NICB strategic initiatives.
- Embraces new and innovative instructional methods and educational technology.
- Effectively manages multiple projects and adheres to task and deadline-driven workflow.
- Explores the latest trends in insurance fraud and crime.
- Other duties as assigned.
Position Requirements/Abilities:
- Demonstrated ability to work cross-functionally with employees across the organization.
- Ability to write compelling scripts, storyboards along with associated visual design skills.
- Knowledge of learning principles and instructional design methods.
- Instructor development experience or successful completion of a Train-the-Trainer program.
- Outstanding verbal, written, and interpersonal communication skills.
- Proficient with Microsoft Office Suite and willing to learn additional technology tools adopted by the organization.
- Well-organized, adaptable, capable of prioritizing tasks to meet deadlines and taking the initiative to drive tasks/work forward with limited supervision.
Education, Work Experience, Licensure:
- Bachelor’s degree required or 4 years relevant work experience in lieu of a bachelor’s degree, and
- 5+ years’ experience with lesson and curriculum planning, course design and delivering training required.
- Prior experience working in an insurance industry claims or investigations capacity, or prior law enforcement, intelligence and analytics experience preferred

Salary Range and Statement
The salary range for this position is $72,400 to 86,900. Please keep in mind that this range represents the pay range for all positions in the job grade within which this position falls. The actual salary offer will take into account a wide range of factors including the specific requirements for this position, the candidate’s geographic location, job-related skills, experience, and relevant education or training.
