The Instructional Developer works with subject matter experts in the organization to create computer-based training materials and all supporting content. This position will work closely with the MCAPD Staff Development and Training Unit to develop and design online learning content, including an intricate training for a new Caseload Management System.
The Instructional Developer will use strong interpersonal, written, and visual communication skills to bring together text, images, video, and audio to communicate and educate employees to perform job functions and remain in compliance with continuing education requirements. The Instructional Developer will create projects with high levels of complexity and will demonstrate expert level skill in instructional and interactive educational offerings. In addition to creating online content, the Instructional Developer will have in depth knowledge of the department’s Learning Management System to ensure that staff can easily navigate training opportunities and are compliant with the training requirements outlined in policy.

POSITION QUALIFICATIONS

Education:
- Bachelor’s Degree in human resources, communications, education, public relations, public administration, or a related field
Experience:
- Three (3) years of professional training experience, including at least one (1) year of professional eLearning and instructional design/delivery experience
OR
Combined education and experience qualifications:
- Professional level administrative experience may substitute for the education requirement on a year for year basis.
Our Preferred Candidate has:
- Over 5 years of progressive experience as an instructional developer
- Knowledge and proficiency in Articulate (or other course authoring tools)
- Strong organizational skills, and ability to manage multiple projects while meeting tight deadlines
- Experience working with learning management systems
- Excellent written and communication skills, technical writing experience
- Experience with video editing tools (Camtasia, Adobe Premier, etc.)
- Experience working with Probation or with the Courts

ESSENTIAL JOB TASKS

- Creates fluid content to ensure learners remain engaged.
- Ensures content/courses cater effectively to a wide variety of learners; modularize and update existing instructor-led and online content and curate the most relevant content to be included in the course.
- Works with subject matter experts, devises modes of assessment and interactions to ensure the optimum efficacy of the course.
- Collaborates with all parties involved to brainstorm the aesthetics of the curriculum.
- Works with existing style guide and philosophy to create brand focused coursework and materials that are professional/learner friendly and ensure the learners are not overwhelmed by the experience.
- Conducts detailed needs assessments with departments to determine learning needs and partners with subject matter experts to develop outlines, scripts, scenarios, storyboards, and simulations for online, webinar and classroom training.
- Creates online, webinar and classroom-based training, applying solid instructional design methodology (ADDIE) and adult learning theory.
- Works closely with facilitators to develop Participant Guides, Leader’s Guides, PowerPoints, online resources, websites, and handouts for all training delivery channels.
- Develops exercises, activities, and progress checks that maximize learner understanding and retention of content.
- Develops and communicates timelines and project plans.
- Participates in post-production evaluation of training designs.
- Assists in the facilitation of the departments Learning Management System including but not limited to, editing and uploading content to the system, development of system reports, and running system reports for the department.
Working conditions :
Office environment with frequent work being done in conference or training rooms. While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods of time; stand, walk, use hands to finger handle or feel; reach with hands and arms; and occasionally push, pull or lift up to 20 pounds.
