The Instructional Designer III is responsible for supporting the Learning and Development (L&D) Department through the creation and maintenance of various learning solutions throughout the training lifecycle. In this capacity the individual will plan, create, and develop various learning solutions as the primary architect of training materials developed and implemented by the Learning and Development Team. The Learning Experience Designer III will work independently or as the lead of a project team as part of a collaborative development effort.

The Instructional Designer III May also be a called upon to provide technical guidance, training and development to Junior Designers, Trainers or other L&D Team Members in the art of course development, adult educational best practices and theory or technical use of course development tools.

Major Functions (Duties and Responsibilities)

The Instructional Designer III is responsible to train, develop, and administer learning content through:
1. Creation of synchronous and asynchronous course materials in various modalities not limited to eLearning, instructor-led, virtual instructor led and blended learning among other formats.
2. Following prescribed Instructional design methodologies (i.e. ADDIE and SAM) in the execution of course development projects.
3. Leading interactions with project stakeholders to include SMEs, sponsors, instructional staff and other collaborators in the execution of training development plans.
4. Conducting needs analysis with L&D customers for the identification of performance gaps and specific learning needs.
5. Development of training strategies, training plans and other written reports outlining proposed approach to addressing specific training needs.
6. Conducting all project management tasks to ensure course development remains on target, stakeholders are informed and involved, and resources needed for success are identified and utilized effectively.
7. Managing the development of instructional materials (eLearning, job aids, tutorials, digital interactives, user guides, audio and video materials, storyboards, knowledge checks, et.) that transform information into engaging instructional materials
8. Working with Business Analysts, Customers and Learners to conduct post implementation assessments and evaluations of learning effectiveness and return on investment and providing insight and recommendations to Leadership.
9. Conducting research and staying informed of emerging adult learning, course development and facilitation techniques. Applies acquired knowledge to future course development efforts.
10. Providing guidance, technical training and quality assurance to junior designers and other L&D staff in support of course development/delivery efforts.
11. Expert use of media tools and organizational level production capabilities along with best practices to create powerful multimedia experiences that engage and inform the Learner.
12. Coordination/engagement with third-party vendors and external collaborators in the creation of custom learning solutions for IEHP
13. Providing support for other duties as required to ensure the organizations training operations are successful.

Experience Qualifications

Eight plus (8+) years of proven experience in training, instruction, and/or curriculum development focused on adult learners. At least seven (7) years in a direct role of Instructional Designer /Learning Experience Designer or equivalent. Five plus (5+) years of proven experience leveraging e-authoring software and multimedia tools in the creation of training materials. Two plus (2+) years of experience directly working with a SCORM compliant Learning Management System (LMS) such as Absorb, Saba, Cornerstone etc.

Demonstrated experience with e-authoring software to include the following: Articulate Storyline Suite, Articulate Rise, Adobe Captivate, Vyond and Camtasia (Portfolio or work examples must be provided). Strong experience in graphic design or image editing software and applications including InDesign, Illustrator, Photoshop. Expert experience using audio editing tools such as Adobe Audition. Strong experience working with video-based content to include video editing tools to include Adobe Premier. Experience with MS Office Suite.

Preferred Experience

Education Qualifications

 

Bachelor’s Degree in Education, Instructional Design, Business, Communications or related field from an accredited institution required.

Preferred Education

 

Master’s degree from an accredited institution preferred.

Professional Certification

 

Industry-level Certifications/Certificates such as ATD Master Trainer, ATD Instructional Design, ATD E-Learning Developer, CPLP, APLP, CTT+ preferred.

Professional Licenses

Drivers License Required

Yes, must have a valid California Driver’s License.

Knowledge Requirement

– Expert level knowledge of the SAM and ADDIE Instructional Design Methodologies.
– Expert level knowledge and skill in applying adult learning techniques in classroom, electronic, group facilitation and one-on-one coaching settings.
– Expert knowledge of proper e-learning fundamentals and course development techniques.
– Strong knowledge of Kirkpatrick evaluation model and course assessment techniques to include Return on Investment (ROI).
– Expert knowledge of LMS capabilities administration techniques as well as the strong understanding of SCORM publishing techniques and how to integrate LMS capabilities with delivery of organizational learning solutions.
– Knowledge of creation of style guides, publishing standards, learning template creation
– Expert level knowledge on content development techniques to include identifying learning objectives, assessing learners, establishing performance outcomes, and evaluating strategies to deliver instruction including consulting with program owners and subject matter experts to identify performance gaps and learning objectives.
– Strong understanding of core 508/ADA/WCAG compliance standards for e-learning materials.

Skills Requirement

 

– Strong Computer Skills to include presentation building, screen capturing and document editing.
– Ability to storyboard project concepts, create and develop scripts
– Strong Technical Writing skills, effectively communicating using the English language; in written, verbal, and visual forms.
– Strong Project Management Skills.
– Skilled at providing direct facilitation and coaching to internal staff on professional topics.

Working Conditions

 

Position is eligible for telecommuting/remote work model upon completing the necessary steps and receiving HR approval. The incumbent approved to telecommute may periodically be required to report to IEHP’s main campus for mandatory in-person meetings or for other business needs determined by IEHP leadership.

A reasonable salary expectation is between $79,809.60  – $101,774.40, based upon experience and internal equity.
