This is a progression vacancy announcement. Candidates may be selected and will be compensated at either grade NF-03D or NF-04B based level of knowledge, experience, and ability.
Candidates selected at the NF-03D level may progress non-competitively to an INSTRUCTIONAL DESIGNER II position, NF-04B (SC 4B) #3580 upon the completion of qualification requirements and training within a 2 year timeframe; advancement is not permitted with less than 18 months in the current position.
Job Summary: Performs in the capacity of an instructional designer under the guidance and supervision of another instructional designer or LOD leadership to plan analyze design structure implement and evaluate traditional instructor eLearning and hybrid content.
Duties and Responsibilities:
– Incumbent analyzes, designs, develops, implements, and evaluates (ADDIE) learning and development programs, curricula, and courses that are delivered by live instructors/facilitators in person or virtually, via digital learning platforms, or through a combination of instructor and eLearning delivery
– Designs professional development and instructional products that adhere to the principles of adult learning, align professional learning standards, and cover a wide range of topics.
– Creates engaging learning activities, course content, and interactive products using proven instructional design principles and research-based learning theory for both instructor-led training (ILT) and eLearning
– Creates storyboards, writes scripts and directs high-quality, polished, creative, and visually attractive learning materials.
– Creates supporting material/media (audio, video, simulations, role-plays, games, etc.) bringing content to life for the learner.
– Defines learning objectives through communication and continued involvement of subject matter experts; identify appropriate instructional design strategies
– Efficiently and effectively engages and collaborates with colleagues, SME, and stakeholders during planning and execution to optimize progress and results. Schedules, plans, and facilitates virtual and in-person meetings.
– Ensures work products provide high-quality learning experiences and fulfill customer objectives and requirements.
– Troubleshoots problems, develops smart solutions and provides assistance to others when possible.
– May develop new and/or innovative approaches to learning, staying mindful of context for implementation and potential for success.
– May serve as a classroom instructor/facilitator for training programs
Performs other related duties as assigned.
Incumbent may progress non-competitively to an INSTRUCTIONAL DESIGNER II position, NF-04 (SC 4B) #3580 upon the completion of qualification requirements and training within a 2 year timeframe; advancement is not permitted with less than 18 months in the current position.
NF-03D requirements are as follows:
A total of four years of experience consisting of the following:
GENERAL EXPERIENCE: Three years of responsible experience in non-routine work which enabled the applicant to gain a good general understanding of the systems, methods and administrative machinery for accomplishing work; the ability to analyze problems, apply sound judgment in assessing practical implications of alternative solutions and resolving the problems presented; and the ability to communicate effectively with others, both orally and in writing.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the high school level may be substituted for 6 months of experience, up to a maximum of 3 years for a 4-year bachelors degree.
AND SPECIALIZED EXPERIENCE: One year of progressively responsible, substantive experience in the fields of organization development, training, and leadership development. Specifically, individual and work team development; organization development; curriculum design and delivery, program development and evaluation; leadership development; and facilitating organizational change.
NF-04B requirements are as follows:
A total of six years of experience consisting of the following:
GENERAL EXPERIENCE: Three years of responsible experience in non-routine work which enabled the applicant to gain a good general understanding of the systems, methods and administrative machinery for accomplishing work; the ability to analyze problems, apply sound judgment in assessing practical implications of alternative solutions and resolving the problems presented; and the ability to communicate effectively with others, both orally and in writing.
