The Learning and Development Coordinator will plan and lead the portfolio of curricula, training, and learning materials designed to meet the ongoing professional development needs of local public health professionals, of which the hosting of much of those resources will be on the Learning Management System (LMS). It is the goal of the Office of Local and Regional Health (OLRH) through the Workforce Development Unit, to strengthen the capacity of the local public health workforce to meet the Performance Standards through a robust and accessible training and workforce development infrastructure, that ensures a pipeline and an adequately trained and diverse workforce. The Coordinator will identify gaps in learning/training courses and materials, create guidelines and processes on how to develop a training course, develop new course materials, oversee the tailoring of the LMS for local public health, coordinate with relevant internal and external partners, and provide expertise to the OLRH staff on learning development. They will have a thorough understanding of adult learning principles and methods with an understanding of how to engage diverse learners, translate professional competencies into training programs, educational software, and LMS systems, develop materials and learning tools, and demonstrated experience in these areas as well as in training diverse trainees.
This position is critical in ensuring the in-house capacity for an efficient, relevant, and robust workforce development and training infrastructure reinforced by a local public health-specific LMS to support the OLRH workforce development strategy of increasing access and delivery of relevant and timely training programs, services and resources to meet the diverse and dynamic competency needs of the local public health workforce. This position must integrate health and racial equity principles throughout OLRH’s learning and development models at the state and local level that integrates the recognition and provides competencies to local public health in addressing the disparate health outcomes for marginalized and historically under-served populations. The Coordinator will supervise and work with the LMS Planner to tailor the LMS for the needs of local public health and for the workforce data needs of OLRH. They will also collaborate with other Department of Public Health workforce development staff and with external stakeholder organizations as well as other OLRH staff.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
- Leads the implementation of TRAIN, the LMS, by working with the Local Public Health Institute (LPHI) to update and transfer current online modules as well as expand the catalog of critical learning modules.
- Conducts environmental scans of LPHI modules for relevance and of other learning platforms to improve the portfolio of training and learning resources for local public health professional learners.
- Provides expertise on training models and adult learning principles and practices and instructional design to serve diverse audiences, learners, and communities.
- Creates relevant learning modules, and resource templates and ensures learning objectives with clear and well-organized content.
- Develops marketing and communication materials and works with the OLRH Communications team to inform Senior Trainers, Sr. Field Training Coordinator, Regional Trainers/Regional Field Training Hubs, Shared Services Coordinators, stakeholder training partners, and learners of resources and training.
- Supervises the LMS Planner and has end-user knowledge to provide support, especially in ensuring that the LMS is tailored to meet the goals of local public health workforce development, including tracking and data collection.
- Collaborates with stakeholder organizations, Coalition for Local Public Health, Local State Advisory Committee, the Intra-Agency Local Public Health Working Group, and other Department workforce development staff to ensure curricula, training, and learning materials align with impending Performance Standards.
- Support the workforce development unit and directly interfaces closely with the Workforce Development Credentialing Coordinator with the goal of understanding educational levels, training requirements, availability of resources, and competencies of local public health professional trainers and learners to increase credentialing.
Required Qualifications:
- Strong knowledge in Learning Management Systems, adult learning processes, eLearning software such as content creation tools, development of curricula/training and various teaching tools preferred.
- Strong oral and communication skills
- Experience with group/meeting facilitation or delivering a presentation to diverse audiences.
- Experience with workforce development processes, content and curricula development for training/teachings, instructional design, learning modules, competency assessment/evaluation, and resource templates.
- Coordination of training data and reports in LMS.
- Exceptional organizational skills, including the ability to maintain accurate records and manage multiple responsibilities in a rapidly evolving environment.
- Experience developing implementation work plans and project/program tracking tools.
- Demonstrated proficiency in Microsoft Office applications: Word, PowerPoint, Excel, Outlook; prepare and use charts, graphs, and tables.
